Description complète : Introduction With this first of a series of calls on the topic of Positive Energy Districts and Neighbourhoods (PED/PEN), JPI Urban Europe invites transdisciplinary and cross-sectoral communities of researchers and practitioners to create projects with focus on smaller-scale joint R&I projects (duration 1-2 years) on PED/PEN implementation, providing transnational alignment, comparison and exchange of experiences between ongoing (European) projects in different PED implementation phases, their integration in general urban strategies, stakeholder involvement strategies and the role of geographical/climatic conditions. Aims Positive Energy Districts and Neighbourhoods may serve as a crucial contribution to achieve climate and energy targets. This call focuses on exchange of experience between ambitions and initiatives already going on. With this call, JPI Urban Europe aims to create a transdisciplinary and cross-sectoral community working in the field of the energy transition in the urban context, who can align, synthesise, consolidate, and learn from each other with regard to the development and mainstreaming of PEDs/PENs. Participating countries: Austria, Belgium (Brussels Capital Region), Czech Republic and Sweden Call topics The project proposal should at least address one of the following topics: A: Contributing to the climate-neutral city: Holistic approaches for PED implementation; B: Embeddedness in local contexts: Applied approaches for integrating PEDs in different urban contexts and the legal framework; C: Engagement and governance: Urban governance, stakeholder involvement concepts and business models.
Critères d’admission/attribution : General eligibility criteria

Projects should support:
- Transnational benefit
- Interdisciplinarity
- Transdisciplinarity, involvement of “stakeholders”, practitioners, citizens, community groups, NGOs
- Outputs and outcomes of the projects, broader impacts of the proposed activity.

Only transnational projects will be funded;
- Each consortium submitting a proposal must involve at least two applicants eligible for funding coming from two different countries whose funders participate in the call. All legal entities must be independent from each other.
- The project coordinator must be eligible to be funded by his/her national/regional participating funding organisation.
- The duration of a project must not exceed 2 years.
- Proposals must be written in English and respect the template form (in terms of overall size, limit of pages and characters in the different sections). The template form must be completely filled in.

With regard to the type of research, the PED programme is aiming at the following types from applied research to demonstration (TRL 3-7).

Specific national rules

Eligible actors:
• Private companies established in the Brussels Capital Region with a sustainable activity in this region based upon a sound business model.
• Brussels Capital Region universities, research organisations
• Public administrations
• Associations and municipalities from Brussels Region
•Associations and municipalities, public administrations will be financed after analysis of their activities and role in the project.
•Some of these actors can be qualified as non-economic (100% of
funding), or as economic entities (they will be funded as private entities)

Innoviris funded projects shall fulfil some general regional criteria:
o Regional beneficiary develops entirely or partially its activities in Brussels Capital Region
o Regional beneficiary will perform a research or demonstration activity in the project
o The project will be innovative and will present the positive
impact on regional economy and employment by valorisation of
results in the region
o Regional Beneficiary has not received public funding for the
same activities
o Regional Beneficiary has fulfilled the obligations in the
context of previous grants allocated by the Region

The involvement of stakeholders as end users of
knowledge, technological or non-technological innovative solutions is mandatory in each type of projects.
Financement : Associations with economic activities, public authorities will be funded after the analysis of their activities and the role in the project.

The level of funding is majored by 15% of top up for international cooperation.

o Indirect costs (10% of personnel operational costs)
o Subcontracting
